Meeting Minutes

Hillsborough Association of Land Owners board meetings are open to the public.

June 20, 2011 Hillsborough Homeowners Association Board Meeting Minutes:
Board Members attending:   Darren Will, Kevin and Christine Malmos, Kim Bond, Lisa Hutchings, Joe Hefflinger and Sally Keller.  

Sally Keller - Review of previous meeting's minutes and action items.

Election of Officers:

  • President - Darren Will
  • Vice President - Kevin Malmos
  • Treasurer - Debbie Roitstein
  • Secretary - Sally Keller
  • Other Board Members:
    • Kim Bond
    • Joe and Lisa Hutchings, sharing one voting Board seat
    • Christine Malmos, sharing voting Board seat with Kevin Malmos
    • Joe Hefflinger
    • Kathy Roberts
  • Darren Will moved for a vote of Officers, Lisa Hutchings seconded the motion.  The vote was unanimous in favor of the above Officers.

Darren Will - Future direction of the Board:

  • We need to get back to the basics of our job as a Board which is to 'Protect the value homes."
  • We will focus on improved communication with the Board and with homeowners.
  • Long-term focus will be for the Board to get away from being the entertainment committee for the neighborhood by turning the events over to neighborhood volunteers with funds and support from the Board.
    • This includes the Easter Egg Hunt, Patriotic Parade, Movies in the Park and Spooktacular.
    • Event coordinators need to start documenting event planning to provide a start to a committee of neighborhood volunteers.
  • We will discuss long-term goals at our next meeting.

           
Covenants:

  • Kevin Malmos will be the contact for covenant issues.
  • Sally Keller will provide a copy of the most recent neighborhood covenant problems to the Board for review.
  • We will use form letters to streamline contact to homeowners for covenant issues within the neighborhood.
  • HALO's attorney will be cc'd on the letters sent to homeowners.
  • Discussed covenants in regards to signs in neighborhood.  Only one sign is allowed per home and directional signs are not allowed unless it is the day of the open house.  Any Board Member has the authority to remove signs in the neighborhood.

Treasurer's report:

  • Balance in checking as of June 16, 2011, $67,774.30.
  • Questioned monthly electricity bill averaging $200 per month.
  • If a Board Member needs to spend more than $200, at least one other Board Member must be notified.

Storage Unit:

  • The lock has been replaced and new keys will be distributed to Board Members. 
  • Darren will contact company that sold trailer to HALO and work on getting it licensed.
  • We need to schedule a time to clean, organize and do inventory of the storage unit.

Patriotic Parade:

  • Discussed plans for the Patriotic Parade.
  • Getting 500 each of hotdogs, drinks and ice cream treats.  There will be no charge for the food at the event.

Newsletter:

  • Discussed possibility of changing to online newsletter only in 2012 which could save over $4000 per year.
  • Suggested collecting more homeowners email addresses by having drawings for anyone that provides the information giving away a free year of Association Fees.  The homeowner would be contacted via email to ensure they provided a valid email address.

Other discussions:

  • Kevin Malmos - Signal 88 is on the same schedule.
  • Lisa Hutchings - Real estate is starting to sell now.
  • Will review the website for improvements and ways to draw more homeowners to the website.
  • Some entryways have overgrown shrubbery and it is difficult to see cars coming.
  • Discussed possibility of getting a grant for speed control devices in the neighborhood.

  • August 1, 2011 at 6pm.
  • Sally Keller will send a reminder of the meeting.
